The point of emu bank stops?

The only route servicing the stops on emu bank in belconnen is the 45, which goes north up to Melba and Dunlop! What is the point in making the route longer just to service these few stops?

To pick up and drop off people who want to go there, the general reason all buses run.

a better question would be what's the point of the bus stop on Aikman Dr between Emu Bank and Eastern Valley Way, other than for lay-over purposes...
Apparently all west Belco buses start from there, not the stop on Eastern Valley Way, but nobody seems to catch it from there

That is exactly what it is for, the stop is called "Aikman Dr. Bus Layover". It is similar to the stops in Gungahlin on Kate Crace Street & Anthony Rolfe Avenue (formerly on Gribble Street).

Most Belconnen residents don't really catch the bus until Westfield Belconnen Bus Station as it is.
