Title: Christmas Day 2019 suggestion

I am proposing the below system of routes for Christmas Day, replacing the separate network that operates; this system provides coverage to most areas of Canberra with better frequencies than before. Routes that are not listed are not planned to operate.

L1 - normal public holiday service
R2 - operates only between Fraser & Belconnen; frequency reduced to hourly.
R3 - normal public holiday service between City & Airport; no service between Spence & City.
R4 - normal public holiday service
R6 - normal public holiday service
R8 - frequency reduced to hourly
R9 - frequency reduced to hourly
20 - normal public holiday service
23 - normal public holiday service
28 - normal public holiday service
30 - normal public holiday service
41 - normal public holiday service
45 - normal public holiday service
51 - normal public holiday service
53 - normal public holiday service
55 - normal public holiday service
58 - normal public holiday service
61 - normal public holiday service
64 - normal public holiday service
66 - normal public holiday service
71 - normal public holiday service
75 - normal public holiday service
79 - normal public holiday service
81 - normal public holiday service

I love the idea of additional routes being serviced on Christmas Day, but like every year I'm sure many to most of the drivers would rather not work even for the extra pay - many of them have families. There's not really anything open on Christmas Day anyway, so the limited 5~ loops for each area (10-20 or whatever R1/R4s) that we continue to get I think will probably stick.

In Hobart, the bus operator (Metro Tasmania) provides a standard Sunday timetable on Christmas Day, with buses until 10pm; if a smaller and colder city than Canberra can justify a standard public holiday service on that day, then Canberra can too. My proposal is a compromise situation; it does not provide a full Sunday service as Hobart does, but does provides overall coverage of most districts.

Not quite sure the comparison of Canberra to Hobart. But want another way off comparison London, a city with a population 20 times that of Canberra doesn't operate buses at all on Christmas Day. And the whole national rail network shuts down too and the underground shuts on Christmas Day and limited service on Boxing Day.
